(Although changing the browser flags/settings can sometimes result in enable/run WebGL on blacklisted/older video-cards). Some videocards are blacklisted (since sometimes they would give bugs in certain situations), although they still might work fine. Sometimes the browser sets webgl to disabled, for certain video-card and systems, outdated video-drivers and security reasons.
